It's basically just a really good fanfic that was published to fill in the Fugo arc, but as far as we know, Fugo could have like, been eaten by mice that mistook him for a cheese and it wouldn't affect any future events anyway. He was written out for being too OP
You’re right about the PHF novel but Fugo wasn’t written out for being too OP, he was written out halfway through because Araki had planned for Fugo to betray the gang and eventually get killed by Giorno (Green Day was created to replace the originally planned fight against Fugo/Purple Haze). However, at that point in the story, Araki had been going through some personal issues with one of his own friends and couldn’t bring himself up to write the betrayal twist he had intended so to avoid dealing with it, he decided to remove Fugo from the story altogether.
